The Directorate of Analytics operates the city's predictive infrastructure. Its models inform housing, employment, mobility, public health, and the Civic Stability Index reported to the Executive Directorate each quarter.

Mandate
The Directorate of Analytics holds rank equivalent to a ministry but reports directly to the Executive Directorate. Its mandate is to anticipate civic conditions and to advise the ministries on the resource allocations required to maintain stability before, rather than after, strain becomes visible.
The Directorate’s working principle — formalised in the Doctrine of Predictive Governance — is that the function of modern government is not to react to events but to model them.
Responsibilities
- Adaptive Civic Forecasting Engine — Maintains the platform from which most ministerial planning now originates. The Engine integrates data streams from the Ministry of Development, the Citizen Wellbeing Authority, and the Public Safety Network.
- Civic Stability Index — Methodology, calibration, and quarterly publication of the Index that summarises civic condition at district level.
- Methodological Standards — Sets the standards under which other ministries collect, label, and apply data.
