Public Safety Network

The Public Safety Network operates the city's emergency response, traffic management, and field observation services. It works in continuous coordination with the Ministry of Civic Stability and the Directorate of Analytics.

Mandate

The Public Safety Network is the operational arm responsible for the city’s emergency and incident-response capabilities. It is the institution citizens are most likely to encounter directly — through traffic incident response, emergency services, and the routine maintenance of the Civic Observation Network.

The Network operates under a strict doctrine of de-escalation. Its standing instructions require that interventions begin with the lowest-friction option available and escalate only where required by an unambiguous public safety threat.

Responsibilities

  • Emergency Response — Coordinates the city’s emergency services across districts. Mean response time for priority incidents in 2047 is 4 minutes 12 seconds.
  • Traffic Management — Operates the network of sensors, signals, and routing controls in coordination with the Ministry of Development adaptive routing programme.
  • Field Operations — Maintains the field infrastructure of the Civic Observation Network on behalf of the Ministry of Civic Stability.

Coordination

The Network reports operational status to the Directorate of Analytics for inclusion in the Civic Stability Index. Joint exercises with the Citizen Wellbeing Authority are conducted twice annually.
