Mandate

The Ministry of Development translates Directorate policy into the built environment. Every new district, every new housing block, every new transit line, and every redevelopment programme passes through the Ministry’s offices.

The Ministry’s working assumption — articulated in the Doctrine of Prosperity as Legitimacy — is that institutions earn their mandate through results. Where the city’s physical fabric improves the daily lives of citizens, the Directorate’s authority is renewed in the most durable way available to it.

Responsibilities

  • Housing — Plans residential expansion across all districts on a rolling twenty-year horizon. Operates Public Housing Programmes 04 through 09 directly; co-administers private development through district authorities.
  • Transit — Manages the integrated transit network from the Central Transit Hub in the Transit District. Develops adaptive routing jointly with the Directorate of Analytics.
  • Industry — Coordinates light industrial expansion in the Industrial Renewal District and elsewhere; oversees vocational programmes attached to new industrial clusters.
