The measure of governance is the daily condition of its citizens. The Directorate exists not to administer the city, but to ensure that every resident lives a healthy, productive, and dignified life.
Principle
The Protocol rejects the notion that civic success can be measured in aggregate growth alone. A prosperous district that produces unhealthy or anxious citizens is, by Directorate standards, a failed district.
The Citizen Wellbeing Authority monitors indicators of public health, mental resilience, civic engagement, and household stability. Its findings have standing equivalent to economic indicators in policy review.
Application
Wellbeing assessments inform district planning, employment programmes, education curricula, and the design of public space. The Authority’s recommendations may override development priorities where wellbeing indicators decline.
