Information as Public Good

“Truth Requires Clarity.”

Information enables coordination. The Protocol treats civic data as a shared resource that, when properly stewarded, produces safer streets, fairer services, and more efficient institutions.


Principle

A city that does not measure itself cannot improve itself. The Protocol regards comprehensive, accurate civic information as a foundational public good — equivalent in importance to clean water or reliable electricity.

The Ministry of Information maintains the standards under which civic data is collected, anonymised where appropriate, and applied. Data is never an end in itself. It is a means by which the city understands its own condition.

Application

Civic information underpins the Adaptive Civic Forecasting Engine, the Public Safety Network, and the wellbeing programmes administered by the Citizen Wellbeing Authority. Every data point exists in service of a documented public outcome.
