The Citizen Wellbeing Authority monitors and protects the indicators that determine the daily condition of citizens: public health, household stability, mental resilience, and civic engagement.

Mandate
The Citizen Wellbeing Authority operates with rank equivalent to a ministry. Its mandate is to ensure that the city’s growth in economic and infrastructure terms is matched by improvement in the daily lives of the citizens whose participation makes that growth possible.
The Authority’s working principle — formalised in the Doctrine of the Citizen Wellbeing Principle — is that a prosperous district which produces unhealthy or anxious citizens is, by Directorate standards, a failed district.
Responsibilities
- Public Health — Coordinates district health programmes; operates the network of Civic Wellbeing Field Stations in residential districts.
- Wellbeing Index — Publishes the quarterly Citizen Wellbeing Bulletin tracking the principal indicators of household and individual condition.
- Community Support — Open consultations operate at every Citizen Service Center on the first and third week of each month.
