Collective Wellbeing
“Together We Build Tomorrow.”
The purpose of governance is to improve the lives of citizens across generations.
Principle
The Protocol rejects the notion that civic success can be measured in aggregate growth alone. A prosperous district that produces unhealthy or anxious citizens is, by Directorate standards, a failed district.
The Collective Wellbeing Authority monitors indicators of public health, mental resilience, civic engagement, and household stability. Its findings have standing equivalent to economic indicators in policy review.
Application
Wellbeing assessments inform district planning, employment programmes, education curricula, and the design of public space. The Authority’s recommendations may override development priorities where wellbeing indicators decline.
Citation
A society that does not care for its citizens has nothing left to defend.
